The first municipalities appeared in ancient Rome. They were the first bodies of power formed on an elective basis, by voting of all free citizens of the city. They were in charge of all issues of organizing urban life.

Over time, the state structure of Rome became more complex, but at its core, as before, there was a municipality, which survived even during the time of the empire.

A municipality in Armenia referred to as a community (համայնք – Armenian).It is an administrative division consisting of a settlement (բնակավայր – Armenian) or a group of settlements (բնակավայրեր – Armenian). Settlements are classified as cities (քաղաքներ – Armenian) or villages (գյուղեր – Armenian).

The administrative center of a community may be an urban-type settlement (city) or a rural settlement (village).

The chief official of the municipality is elected by the population, on the basis of equal and direct suffrage by secret ballot, or by a representative body from among its members, or is hired by the representative body on a contract basis.

Chief official of the municipality:

⇒ is endowed with its own competence to resolve issues of local importance in accordance with the charter of the municipality;
⇒ performs operational and administrative functions;
⇒ represents the municipality;
⇒ manages the executive body;
⇒ is accountable to both the public and the representative body;
⇒ carries out its activities on the principles of unity of command, responsibility and legality.
